Santiago, January 11 (Xinhua)- The First Community of Latin American and Caribbean States (CELAC) and the European Union (EU) Judicial Summit began here to establish new cooperation mechanisms between the legal systems of both regions.

Addressing the opening ceremony, Chilean President Sebastian Pinera called on all the participants to take the maximum advantage of the summit to strengthen cooperation and integration ties, share experiences, promote good practices and discuss institutional changes to improve judicial actions in both regions.

Chilean Justice Minister Patricia Perez said: "The principal theme of this summit is to pay attention to the people's needs, because we are seeking how to improve the access to justice through a larger international cooperation".

"There are matters that transcend borders, not only in crimes like terrorism or human trafficking, but also in family, labor or inheritance issues. Hence we need faster and efficient processes to access justice," Perez said.

President of the Supreme Court of Justice of the Netherlands Geert Corstens said: "We have to stay in contact with the largest number of countries, because in the modern world, the international cooperation is very necessary".

The two-day summit, which will end on Friday with the signing of the Declaration of Santiago, is part of the previous activities of the CELAC-EU Chiefs of State Summit to be held in Santiago on Jan. 26-27.
